The revised BS 8415 standard for fixing memorials that a committee including masons from NAMM and BRAMM has been working on for the past two years, could be published next month (April).
The sticking points have been Annex B, assessing the risk of memorials, and Annex F, testing ground anchors.
The Ministry of Justice, which, in 2009, told burial authorities to stop knocking memorials over, wanted any mention of a specific force that a memorial must withstand to be removed from the revised standard.
The committee reviewing the standard has rejected that suggestion but has reduced the force to be applied for testing purposes from 35kg to 25kg.
